It's "the rule of law."
I meant that I couldn't see for sure whether it was a photo or a painting (and didn't track the URL back). The idea of copyeditors as guardians of law is (a) appealing and (b) a little scary. "I could give you my word as an editor?" "No good. I've known too many editors."
